Lou Ann Hamblin

Lou Ann proudly served the law enforcement profession for 22 years before retiring. Lou Ann has had many roles during her law enforcement career to include uniform patrol, bike patrol, undercover narcotics and prostitution operations, and a temporary assignment with a DEA Task Force. She holds a master’s degree in human performance technology and instructional design from the University of Michigan. For the last thirty years Lou Ann has specialized in training females training over 6,500 in pistol alone, and is a certified firearms and defensive tactics instructor in a variety of disciplines. Lou Ann conceptualized the nationally recognized Building Warrior Women® training event for women that has been publicized as the finest leadership and survival skills training for female officers in the United States. She instructs internationally in the areas of instructional leadership, training for specialty units to include survival training for school resource officers, female specific, police cycling operator and train-the-trainer level classes. Her national conference presentations include: A Girl and A gun (AGAG), International Law Enforcement Educators and Trainers Association (ILEETA), International Police Mountain Bike Association (IPMBA), and International Association of Law Enforcement Firearms Instructors (IALEFI), Rocky Mountain Women in Law Enforcement (RMWLE), Tactical Strength and Conditioning (TSAC), National Tactical Officers Association (NTOA) conferences, and the International Association of Women Police (IAWP). Lou Ann is a Team One Network adjunct instructor and Master Pistol Instructor through Heckler and Koch and is a certified armorer for a number of weapon systems. She authored the "Firearms Training" chapter in IPMBA's Complete Guide to Public Safety Cycling 2nd ed. and has authored many articles in Law and Order, Police Marksman magazine, PoliceOne.com, IALEFI's "Firearms Instructor" and the IPMBA Newsletter. She currently serves as an advisory board member for ILEETA, and is a former consultant and presenter with Calibre Press Women's Street Survival Seminars, which she co-wrote. Lou Ann served as a part-time faculty member with the Washtenaw Community College Police Academy specializing in emergency vehicle operations, physical skills and administering the MCOLES physical agility pre-test for seven years. She also served as the Law Enforcement In-service Training Coordinator for Schoolcraft College. There she supervised the in-service training program, its instructors, and the curriculum as well as grant writing and execution. Lou Ann also serves on the Board of Directors for IALEFI as the 3rd vice president, has taught at many of their train the trainer "Master Firearms Instructor" classes and conferences. She was named ILEETA's "Iron Cop" in 2009 and in 2015 Lou Ann received Alumnus of the Year for the University of Michigan School of Education for her contributions to public safety training. In 2025 Lou Ann received ILEETA's inaugural "Legacy Award" acknowledging over 30 years of her contributions in improving law enforcement training and the success of law enforcement instructors. Kathleen D. Vonk

Kathleen Vonk has been a certified police officer since 1988. She retired from the Ann Arbor Police Department after serving 25 years and is currently a Lieutenent with the Nevada State Police. She is a first responder to the Route 91 Mandalay Bay shooting 1 October, 2017. She earned a BS in Exercise Science from Michigan State University (Suma Cum Laude) and a BA in Criminal Justice from Saginaw Valley State University (Magna Cum Laude). and a BA in Criminal Justice from Saginaw Valley State University (Magna Cum Laude). Kathy designed and implemented the Public Safety Wellness Instructor Course for the Michigan Commission on Law Enforcement Standards (MCOLES), for which she is a subject matter expert, consultant and instructor-trainer. She is the Fitness Chairperson for the National Tactical Officer's Association. She was a part-time faculty member of the Washtenaw Community College in Ann Arbor Michigan and was the primary fitness instructor for the WCC Police Academy from 2001 - 2013. She is an adjunct instructor for Team One Network teaching officer survival skills courses, and has taught officer survival and pistol courses for Heckler & Koch International Training Division (H&K). She is a certified firearms instructor, NRA Law Enforcement Rifle Instructor, H&K Pistol Instructor, RedMan Simulation Training Instructor, Simunition Instructor, Certified Strength and Conditioning Specialist (CSCS) by the National Strength and Conditioning Association (NSCA), USA Weightlifting Association Level 1 Sport Performance Coach, Health Promotion Director and Certified Physical Fitness Specialist by the Cooper Institute, and was a field training officer for AAPD from 1992 to 2013. She is a former collegiate athlete in the sports of volleyball and softball. Since 1993 she has been a certified Police Cyclist and Police Cyclist Instructor-Trainer by the International Police Mountain Bike Association (IPMBA), and a certified League Cyclist Instructor (LCI) by the League of American Bicyclists (LAB). She served on the IPMBA Governing Board and Education Committee for eight years to include the positions of President, Vice-President, Secretary, and At-Large. In 2004 she consulted with and wrote the "Model Policy" and "Concepts and Issues" publication for the International Association of Chiefs of Police (IACP), which is still being disseminated today. She has taught at IPMBA's international conference from 1995 - 2009 to include the Night Ops Firearms and Tactics Course, Survival Tactics and Advanced Riding Skills, Advanced Police Cyclist Course, and the Basic Police Cyclist Course. She helped develop and implement the former three courses as well as IPMBA's EMS and Security Cyclist Courses. Kathy is a graduate of the United Bicycle Institute, Portland Oregon. Kathy has authored numerous articles in many national and international publications regarding police cycling, officer survival, firearms and tactics, fitness, and police performance under stress. She has presented these subjects at many state, national, and international conferences since 1995, including NTOA, NSCA, IALEFI, IPMBA, OTOA, MCOLES, and TacDogs. Her work on heart rate and police performance under stress is highlighted in Ken Murray's book Training at the Speed of Life, Michael Asken's Mindsighting: Mental Toughness for Police Officers in High Stress Situations, and his follow up book Warrior Mindset. Kathy authored two chapters in IPMBA's Complete Guide to Public Safety Cycling 2nd ed, titled "Basic Nutrition" and "Basic Fitness." Beverly Price

Beverly Price retired from the Burnsville Police Department after serving for 27 years. During her service with Burnsville Police, she worked in different divisions of the department. Her passion has been working on patrol for many years, but she also worked Crime Prevention, Bike Patrol, Background Investigator, Multi-Housing, School Source Officer, and assisted with the Street Crimes Unit. She has taught in-service defensive tactics and firearms and has served as an FTO for her agency. Beverly is a Medal of Valor recipient honored by her agency for her heroic efforts in an officer involved shooting incident. Beverly is a certified instructor in handgun, shotgun, and AR-15, and an armorer for a variety of weapon systems including: Glock, Remington 870, and DPMS AR-15. She has served as a firearms instructor at the local police academy and has instructed privately for The Association of Training Officers of Minnesota (ATOM) and International Association of Law Enforcement Firearms Instructors, Inc. (IALEFI) in the area of female specific firearms training. Beverly is a member of the International Association of Law Enforcement Firearms Instructors, Inc. (IALEFI) and International Law Enforcement Educators and Trainers Association (ILEETA) and has attended their annual conferences. She was also an active member of the Minnesota Association of Women Police (MAWP), and the Minnesota Police and Peace Officers Association (MPPOA). Beverly was a co-developer and presenter of an "in-the-schools" anti-shoplifting program (S.M.A.R.T. Students Made Aware of Retail Theft) which has received local and national recognition.

Captain Heather Williams

Captain Heather Williams has been with the Chattanooga Police Department since 2002. She has worked in the patrol division, special investigations, and Crime Scene Unit. Captain Williams retired from the department's SWAT team, and is currently in charge of the special operations bureau and a graduate of the FBI’s National Academy. She has received extensive tactical training and is an instructor for Team One Network. Heather has written for the NTOA newsletter and is a member of the NTOA testing and evaluation program for female tactical gear. She has also presented at an IALEFI annual training conference in the area of training issues related to the female officers. Captain Williams has trained school resource officers in the area of tactics specific to their environment as well as having taught Active Shooter Instructor courses for Team One Network.Heather Williams is a highly competitive endurance athlete. She is a graduate from The University of the South (Sewanee) with a degree in biology and chemistry. As a student athlete Heather earned All American honors in cross country, track and field and is a two-time National Champion in the 1500 meter run. Heather obtained her master's degree in Criminal Justice from the University of Tennessee-Chattanooga.

Captain Dawn Reisinger

Dawn has been a certified law enforcement officer in the State of Florida since 2000. She is currently employed with the Hillsborough County Sheriff's Office in Tampa, FL. Dawn's police experience includes duties as a Field Training Officer and is also assigned to the department's training division which includes training newly hired cadets as well as the highly acclaimed SOT (Sheriff's Orientation Training) which is a highly structured two week live in program designed to introduce the sheriff's office mission and values, firearms and physical skills training to new cadets. Dawn has taught in-service defensive tactics and firearms extensively for the last four years. She is among a cadre of instructors who facilitated active shooter training for the entire Sheriff's office consisting of 1,200 deputies. She also is a low light and laser sight instructor with her agency. Dawn is an adjunct instructor for the local community police academy in the areas of general subjects, defensive tactics, driving, and firearms. Sgt. Tamara McCormack (Ret.)

Tammy retired from the California Highway Patrol (CHP) after 20 years of service at the rank of Sergeant. Her first CHP duty assignment was Central Los Angeles, which covered downtown, Hollywood and parts of South-Central LA. During her time in the Los Angeles CHP office, Tammy obtained instructor certifications through the Commission on Peace Officer Standards and Training (POST) in Physical Methods of Arrest, Advanced Officer Safety Techniques, Less Lethal Shotgun, Active Shooter, and Intermediate Accident Investigation. She was also a Field Training Officer and a Drug Recognition Expert. Tammy was awarded Field Training Officer of the year in 2013 and every year she was in the Los Angels office she was awarded the Mothers Against Drunk Driving (MADD) award which is presented to officers who arrest over 100 DUI drivers per year. Tammy instructed in the Physical Training Unit CHP academy in West Sacramento where she was responsible for creating and leading cadet exercise, monitoring and teaching cadet nutrition, teaching and certifying cadets in physical methods of arrest, defensive tactics, baton, and civil disturbance. Tammy is a POST certified firearms and defensive tactics instructor, Chemical Agents (OC, CS, CN), Non-Lethal Training Ammunition (NLTA)/Simunitions, and a Use of Force expert for the CHP. In addition, she received outside certification from TASER as a Master Taser Instructor, and Krav Maga as a Defensive Tactics Instructor. She was the first female Sergeant at the CHP Academy Weapons Training Unit. There she was responsible for the inventory of, procurement of, and maintenance of all departmental firearms throughout the State as well as all departmental firearms training for the 10,000 uniformed personnel as well as all cadets. While overseeing the Weapons Unit, Tammy laid the foundation for the CHP to transition to firearms with optics, and she obtained certification as a Red Dot Instructor from Sig Sauer. After her retirement, she was brought back by the CHP as a Retired Annuitant to assist with cadet Emergency Medical Responder instruction, to include CPR and EMT level first aid. She also assisted in the Academy’s Emergency Medical Services unit providing basic and emergency care to the 450 cadets housed there. In addition, she also received certification as a Background Investigator and has been hired as an independent contractor to conduct background investigations on CHP applicants. Tammy has an associate’s degree in interdisciplinary study of social and behavioral science in 2017 and Emergency Medical Technician (EMT) certification in 2018. She is a certified armorer with Glock, Smith and Wesson and Sig Sauer.

Cynthia Williams

Cynthia has been a law enforcement officer since 2000 and is currently a Sergeant for the Key West Police Department in Florida. Cynthia retired in the Fall of 2014 as a Sergeant for the Palm Bay Florida Police Department. She is a highly decorated officer and has been the recipient of many recognitions and commendation awards for her performance. During her career Cynthia has served in the following capacities: High Liability instructor, Field Training Officer, Training Unit Sergeant, Field Training & Evaluation Program Sergeant, Patrol Sergeant, Narcotics Agent, and SWAT team member. Cynthia began her SWAT career in 2003 at the Key West Police Department, where she once again serves on the Key West SWAT team. Cynthia is also an adjunct instructor with Brevard Community College Institute of Criminal Justice. She is a certified DT Instructor; Firearms Instructor; Patrol Rifle Instructor; Taser Instructor; Tactical Medicine for First Responders Instructor; Simunition Safety Instructor; and Distraction Device Instructor. Additionally, Cynthia is a published author for the National Tactical Officer Association's (NTOA )The Tactical Edge magazine and currently serves as the organization's Defensive Tactics Chair. She has also taught specialty ground defense courses for organizations such as LouKa Tactical-Building Warrior Women and the Rocky Mountain Women in Law Enforcement. As a teenager, Cynthia trained extensively in Tae Kwon Do. She currently trains in Brazilian Jujitsu and is a member of Brazilian Top Team having competed in the North American Grappling Association, as well as the Florida Law Games. There she earned first place honors in both gi and no-gi submission grappling. Cynthia holds a certification in Sports Nutrition and Physical Fitness. As a health and fitness advocate, she has implemented several volunteer health programs for law enforcement officers in Florida and others states. Cynthia is also an amateur body builder, and has competed in three National Physique Committee competitions where she won first place in her categories. Cynthia attended St. Thomas University in Miami, Florida on an athletic scholarship for soccer. As a student athlete she obtained a BA in Criminal Justice in three short years. She is currently pursuing her master's degree from American Military University in Homeland Security.

Chelley Seibert

Chelley is a retired Dayton, Ohio Police Officer after 25 years of service. Her assignments included Patrol, Crime Prevention Specialist, Public Information Officer, Academy Instructor and Training Coordinator. She has taught Cultural Diversity for over 20 years, is a Certified Physical Fitness Instructor and Subject Matter Expert in Instructor Skills Development thru the State of Ohio. Chelley was the first female recruit in Dayton Police history to be awarded the Top Firearms Award (“Top Gun”) and was named the Dayton Police Officer of the Year in 2011. Chelley received her Bachelors Degree in Music Education from Miami University and Master of Education Degree from Wright State University. She has presented both locally and nationally in Universities, Police Academies, Hospitals, Churches and at the International Law Enforcement Educators and Trainers Association (ILEETA). In addition, Chelley is a drummer in the band Frozen Feet of Dayton, Ohio, a choir director for the TRU Choir in Cincinnati and a singer/songwriter/keynote speaker in the Positive Music industry. She has also completed several marathons and has competed in both the Ohio and International Police and Fire Olympics.

Inspector Toni Weinbeck

Inspector Toni Weinbeck has been a police officer with the City of Brooklyn Park, Minnesota, since 2004. As an Inspector she is currently assigned to the patrol division, training, and K-9. Toni has held the position of patrol officer, school resource officer, and community liaison officer working with at-risk youth in the community Toni has a third degree black belt in Tang Soo Do Toni has also trained in Kali (a Pilipino weapons system) for 3 years, Kenpo (a Chinese striking art), Muay Thai (a Thai kickboxing system) and currently trains in Krav Maga. She is also a defensive tactics instructor with certifications in LOCKUP, LVNR, OC, and PPCT. She has also co-owned and operated two martial arts studios. One of the two schools she co-owned included a school for people with disabilities. Toni has also volunteered teaching people with disabilities ranging from autism to cerebral palsy for ten years. Toni holds a bachelor's degree in Police Science from St. Mary's University, and a master's degree in Public Safety Administration from St. Mary's University. In her personal time she loves to run, bike, and spend time with her Boxer Sully.

Chief Liam Duggan

William (Liam) Duggan is the police chief with the Prior Lake Police Department in Minnesota. His career began in 1997 with the Burnsville (MN) Police Department before being hired by the St. Paul Police Department 2011 and now the metro area suburb of Prior Lake. Liam has served in executive leadership roles for investigations, patrol, vice/narcotics, SWAT, undercover operations, and training. Chief Duggan has a BS in Law Enforcement from Metropolitan State University-St. Paul, is a graduate in Human Factors and Safety Systems and is a graduate of the Northwestern School of Staff and Command. He currently serves on the board of Advisors for the National Law Enforcement Firearms Instructors Association and as the Executive Director of Training and Development for the Special Operations Training Association. Chief Duggan specializes in human performance factors analysis, decision making in force options response, firearms, arrest and control, and leadership development. Additionally, he is a certified Advanced Specialist in the Behavioral Analysis of Force Encounters through the Force Science Institute and consults as an expert witness in use of force incidents and policing best practices at the local and federal levels. He is a certified Instructional Design specialist and also evaluates the design and delivery of academy and in-service training curriculum in law enforcement around the country. Chief Duggan is a Senior National Instructor for KFD Consulting/LOCKUP/LEADS, LouKa Tactical, NLEFIA and Calibre Press / Lifeline Training. He has also served as a subject matter expert consultant for the State of Minnesota in the interpretation and evaluation of use of force and use of deadly force statute application and continues the same work for entities around the US. He has also been selected multiple times as national teaching faculty for the Daigle Use of Force Summit and the Force Science Institute’s international conference and summit.

Christine Braswell

Honorary LouKa Tactical instructor Christine Braswell of the Delray Beach Police Department, FL. Christine was a track and field college athlete who attended the University of Florida. As a 12 year veteran Christine served on the department’s SWAT team as a sniper, FTO and honor guard member. Christine was a training officer for her agency and an adjunct instructor at Broward College and Palm Beach State College for 8 years teaching in the areas of D.T. firearms and vehicle operations. Christine also took pride as a mentor and drill instructor for the Delray Beach Police Explorer program. She was a member of ILEETA and IALEFI and attended their annual conferences. Christine also attended numerous LouKa classes over the years and as a natural teacher assisted other attendees without hesitation. Christine's life mattered as she will be remembered as a role model and mentor to many. Christine Braswell's E.O.W: April 8th, 2017.
